– The U.S. Department of Veterans Affairs is giving free rein to developers to propose permanent housing for homeless military veterans in Fort Wayne.
No specifications or bidding requirements have been assigned to the project on 4.4 acres of vacant land at the VA Medical Center.
We want you, the developers, to propose the use that you think would be the best use of the land to serve veterans, Kathleen Eastberg, a VA asset management official in Washington said at a public hearing Wednesday at the med center.
Audience members asked about the number of homeless veterans, the type of housing VA seeks, target rent levels and the kind of residential services required.

The project is part of VAs Building Utilization Review and Repurposing initiative begun in 2009. The department solicits private developers, non-profit organizations and public agencies to finance, build and operate housing for VA property leases that last up to 75 years.
Eastberg said 60 such leases have been awarded nationwide and 65 more are planned.
The local project – which would give housing preference to homeless veterans and their families but not be limited to them – will be built on land at Lake Avenue and Randallia Drive. Although it is federal property, the housing units will be subject to city taxes, Eastberg said.
