City Endorses TNR as Part of Solution to Stray Cats

The city's current recommendation for dealing with the many stray cats that roam around parks and neighborhoods is a program called Trap-Neuter-Return.

“It is a lot more humane, progressive and innovative than simply trapping and euthanizing. That's what we've done for 40-plus years, and there are still a lot of cats out there; it didn't work,” says Lisa Norwood , the public information officer for Animal Control Services .

There are “TNR” colonies throughout the city. Many are organized by the San Antonio Feral Cat Coalition , an organization that has trained more than 3,000 San Antonians to humanely trap feral cats, get them spayed or neutered and then return them to the neighborhoods where they were living.

A volunteer then feeds them and cares for their health. The theory goes that, since cats are territorial, they will keep more cats from moving in.

Perhaps the most well-known dumping ground for cats is Brackenridge Park, in spite of a multitude of signs alerting people to the fact that dumping is illegal. Marcia Dahlman , a local potter, is part of the “Brack Cat Pack” that feeds cats here. She takes a shift once a week. “People are dumping constantly,” she says, but she believes the population is decreasing through their efforts. When members of the BCPbegan counting in 2008, there were nearly 180 cats in the park.

BCP founder Tom Christal estimates there are 80 today in six separate colonies.

Dahlman also cares for a colony of 16 to 18 cats (there were only 10 until a recent dumping) in her Mahncke Park neighborhood, in addition to her own 14 cats.

Some of the neighbors don't appreciate the inevitable cat waste and hair that ends up in their yards and porches, but, she says, “I have to take complaints from people with a grain of salt, because I think I'm part of the solution. I've spayed or neutered around 20 cats in the last 15 months. Can you imagine all the kittens that isn't?

“The fact they're congregating to eat is a problem, but I don't know how to get around that.
